EPA’s Office of Transportation and Air Quality (OTAQ) works to reduce air pollution and greenhouse gas emissions from vehicles and engines and the fuels that power them. Within OTAQ, the Transportation and Climate Division (TCD) employs Engineers, Scientists, Environmental Protection Specialists, and Program Analysts who come from a wide range of professional and educational experiences. This includes professionals with high school diplomas, certificates, apprenticeships, as well as two-year, four-year, or post-graduate degrees.

What We Do
The mission of EPA is to protect human health and the environment – safeguarding the air, water, and land upon which life depends. To support this mission, OTAQ develops and implements science-based policies and programs that reduce mobile source pollution. The Transportation and Climate Division (TCD) leads OTAQ’s efforts in addressing transportation related climate impacts and works with the Regional offices to address challenging place-based transportation impacts including public health and air quality impacts associated with goods movement.

The U.S. Environmental Protection Agency's Office of Transportation & Air Quality (OTAQ), Transportation and Climate Division (TCD) is accepting applications for a Environmental Protection Specialist (Air) the GS-13 level in Ann Arbor, Michigan and/or Washington DC.
Duties at the entry level of this position include:
Oversee an air media program to ensure compliance with environmental requirements, and resolve unusually complex, controversial, or sensitive environmental and restoration problem.
Serve as a programmatic and technical expert on air quality and/or restoration programs.
Review and implement environmental technical standards, guidelines, policies, and formal regulations.
Establish and maintain effective working relationships with internal and external stakeholders.

Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as recommending program changes to enable emissions reductions in the transportation sector, including through electrification; or drafting and recommending policies, directives and guidance and determining the impact of programs on air quality or greenhouse gases. air resources.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other air quality laws, documentation and reporting requirements.
Skill in oral communication.
Skill in written communication.
Knowledge of air program management concepts, principles, and concepts.
Skill in developing, planning, and implementing air protection programs and requirements.
Skill in identifying and developing relationships with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
